[Accessibility] Inappropriate Markup on freestandards.org

Just below the header on all the PHP Nuke generated pages for
http://accessibility.freestandards.org we have an improperly used alt=
tag.

The item is a spacing gif which should have alt=""

In other words, we don't care that there's a "pixel image" there.The
sighted user isn't supposed to see it, and the eyes-free user doesn't
need to hear/feel it either.

The code I refer to is as follows:
