after "rmmod intel_ips" load falls to normal expected values.

At all time when this module is loaded the load avarage is around 1,05 if there
is no usage.
Feels like the load is always +1 higher than actual.
Steps to Reproduce: Minimized, easy-to-follow steps that will trigger the bug.
load module intel_ips
modprobe intel_ips
Actual Results: What the application did after performing the above steps.
Load avarage rises by 1
Expected Results: What the application should have done, were the bug not
present.
Load avarage should stay the same
Build Date & Platform: Date and platform of the build in which you first
encountered the bug.
