Problem Description:
After setting the wakeup time via /sys/class/rtc/rtc0/wakealarm, the system
does'nt wake up anymore.
RTC runs in UTC, RTC wakeup is enabled in BIOS.
Git bisect figured out that e1094bfa26e5e94af2fea79e004614dbce42b008 (ACPI:
Disable Fixed_RTC event when installing RTC handler) caused this regression.

Steps to reproduce:
echo 0 > /sys/class/rtc/rtc0/wakealarm
date +%s -d "+4 minutes" > /sys/class/rtc/rtc0/wakealarm
halt
