Hardware Environment: Realtek RTL-8110SC/8169SC Gigabit Ethernet controller
Software Environment: Gentoo, with kernel 2.6.26 and dhcpcd 4.0.1
Problem Description: The r8169 driver fails to report link carrier status. 
This causes problems with dhcp clients that check the carrier status.

Steps to reproduce:
1) Attempt to use a DHCP client with carrier detection (i.e. dhcpcd 4.0.1 and
up)
