I noticed that the tx power limits for my Atheros AR9285 are quite strange
since kernel 2.6.38, though the correct regulatory domain is set. Other
wireless adapters are working fine, so this seems to be a problem with the
Atheros drivers.

Normally 20 dBm tx power should by allowed for channel 1-13 regarding the
regulatory domain:
