Currently, all generated spec documents include the file lsbspec/matters/legal.
 This credits some copyright holders among other information; however, this
information isn't really generic across all the books.  For example, there's
now  an LSB-Printing specification, and it does not contain material belonging
to very many, if any at all, of the holders in the boilerplate file.  On the
other hand, there is no credit given to the copyright holders of the cups
technology that is used in the printing specification, as an example.  

Actions:

- either continue to build up the single copyright file to all holders for all
new material, whether or not there my be generated books that don't contain
material from any given holder in the file, or
- split out into several copyright-holder files, such that each book points to
the appropriate file

Not making this a 3.2 blocker at the moment but it's possible it should be -
subject to bug-triage discussion.
