I think this may have been fixed as part of the activity around bug 2450 and
bug 2884.

sles11/s390x (snapshot vs 4.0 build):

/27_io/basic_ostream/inserters_arithmetic/wchar_t/4402.cc 1 PASS,FAIL

sles11/ppc64 (snapshot vs 4.0 build):

Adding a blocker to update 3. A rebuild with a fixed sdk should correct this.
