Some more thoughts:
futimesat:
"This system call is obsolete. Use utimensat(2) instead.

specification was replaced by the one for utimensat(2)."
utimensat is available since glibc 2.6. But we don't see much requests for
futimesat, so probably we can safely wait while we are able to uplift to glibc
2.6 and then include utimensat (and recommend to use it instead of futimesat).
There are no such notes for futimes itself, but along with utimensat, POSIX
2008 introduced futimens() function - a potentially better alternative for
futimes.
So probably there is no need to hurry with addition of futimes and futimesat...
