On the test box it still errors with not finding windows-1251.enc :\

Though the attached olver_report did work to generate a summary.htm on my
second box.  Is there a way to use this summary.htm back on the test box so
that I can generate the normal dist-checker summary?  I imagine dist-checker
and the manifest file is more intelligent about what the real failures are.
