SQL to set  proper DE values in the database

This seems to be an issue. I think the reason is that DEvalue from the is not
used anywhere (except Navigator) - spec text only mentions tag names, elfchk
also uses constant names picked up from elf.h (one more place where elfchk
requires elf.h for build).

The SQL attached should set proper values, and I guess that nothing except
Navigator will be affected by this update.
