By this would you mean a standard for:

the base linux system(kernel and shell),
a server version(web, file, ...),
a workstation version with GUI support.

I also agree that we shouldn't favor one desktop over another.  If we do
define a standard for the desktop it should be for libraries that the
window manager would use.
