Patch to speed up mkstublibs

As was recently mentioned in the lsb-infrastructure list, mkstublibs script is
rather slow. For example, on my machine stub generation for LSB 3.2 on IA32
takes about 15 minutes.

Here is a patch to greatly decrease a number of complicated calls to the
database (and use temporary tables instead).

With this patch, stub generation for LSB 3.2 on IA32 took about 20 seconds.
