SQL to mark some constants as included

In general, I agree with Alexey. Not clear to me what does it mean - 'constant
is a part of LSB'. The only visible thing is that constants may appear in
headers but not in the specification (i.e. not in *defs files), but I don't
think this makes sense - is there any reason to hide constants which can be
safely used even when building with LSB SDK?

(Indeed, we need some tool to ensure that the constant can be 'safely used' -
i.e. to ensure that we include all types, functions, etc. necessary for it.)

The SQL attached will mark some constants as included (including h_errno used
by printing tests).

We'll proceed with others, but it seems that their absence is not critical at
the moment.
