Add constants for glext.h and glxext.h

Our test writers have reported the first result of building GL tests with newly
generated GL headers - the first problem is that glext.h and glxext.h headers
don't have necessary constants definitions.

The SQL attached will add constants in a rather rough way; some of them may be
superfluous. I guess devchk can help to eliminate some of them.
