[Lsb-infrastructure] LSB library upgrading

Continuing on with the thoughts on library "uplifts",
there's now a page on the wiki, LibraryUplifts, which
will try to capture some of the cases and decision points.

As I jot these down (just early thoughts, PLEASE add
to this page) I realize that there's a case I didn't
ask about before - the case where the library is actually
upgraded enough that the linker name (soname) changes.
In this cases I assume the compatibility promise would
force LSB to require both versions of the library.
Do we think our current setup would support two versions
of a library, or would there be work to be done there
also?

I don't currently know of a case where there's a new
version on an LSB library that would cause this but
we should be aware of the possibility.
