Some more comments for withdrawn symbols

SQL to add entries for withdrawn old signals, old regexp.h functions, functions
that are not locale-aware, for wait3 and atexit.

Some of withdrawn symbols were covered in bug #1744 and others. But there are
still some functions that were withdrawn from LSB and don't have
InterfaceAttribute entries yet. __wcsto* internals are discussed in bug #1459,
async i/o - in bug #1391, so let's leave these ones for that bugs. The rest
symbols include:

iopl, ioperm (withdrawn in bug #96 as interfaces for elevating privileges)

There are also some *obstack* functions removed in 2.1 per bug #464;
appropriate records were completely dropped from the Interface table, so we
don't see these functions as withdrawn.
