slightly modified patch to ingore lsb db drop failure

I suggest a slightly modified patch - makefile will still drop the database if
it exists and will simply pass through if it is absent. Database drop is
required to handle cases when some tables are dropped or renamed.

Not sure about suggestion to create db instead of attempt to do this; actually,
MySQL reports a quite clear error message if it faces any privileges problems.

Maybe we should describe such a case (no privileges to drop/create database) as
a possible db setup failure reason on SpecDatabaseUsage page on wiki.
