Patch for mkheader to sort 'header_depend' inclusions

We have a way of forcing mkheader to print additional 'include' directives
using 'header_depend' constants, but currently we can't force mkheader to sort
these directives in the way we want.

We suggest a patch for mkheader which will use 'ACorder' value of header_depend
constants to order the inclusions. The ordering of constants with ACorder < 2
will be the same as before the patch - e.g. the patch itself without data
changes will not affect any headers at the moment.
