Yes, in case of X11 we have to check protection constants individually 
for every header...

There are some more 'consistency' examples, e.g. _XtIntrinsic_h for 
Intrinsic.h (capital 'I') vs _XtintrinsicI_h for IntrinsicI.h (lowercase 
'i').
