We do provide this page (although perhaps not easy to find), with additional
testing requirements that aren't LSB requirements. I don't specifically mention
these packages, but I know glibc-i18ndat is required on at least one other
distribution, and I'll add these to the page.

What some distributions have done, to ease testing, is provide an lsb-test
metapackage that pulls in the testing requirements.
