Indeed, currently makefiles should be updated manually.

Actually, we've implemented a database-driven way to do this
(http://bugs.linuxbase.org/show_bug.cgi?id=2292) - we have SModStd table
with mapping between SubModules and Standards; mkstandardsgmltable
script takes '-m' option, if it is set, appropriate entries from SModStd
are extracted (hmm, though its 'help page' doesn't know about this, to
be improved).

However, as mentioned in bugzilla, currently only makefiles from LSB,
ELF and Toolkit_Gtk folders are switched to this 'new way'...
