[Openais] general janitorial work and symbol exports patch

The attached patch is a big cleanup of dead junk and exported
information from shared objects.  It does the following:

Uses the ld version script to create version-ed symbols in all libraries
Uses the ld version script to remove local functions in util.c from the
global symbol table
Cleans up the ipc header files considerably and creates a new ipc file
for AMF and EVS.
Moves all of the executive message definitions to exec/amf.c,ckpt.c,etc.
Clean up include file dependencies that were including config static
definitions in the static/shared libamf,libckpt, etc.
Removes a bunch of dead junk that is not referenced or needed in libs
and header files.

Do you think you could take a look at the evt executive message
definitions and move them to exec/evt.c?
