[Openais] reference counting in aispoll broken - defect 777

I found several reference counts that are not properly dereferenced
during errors or normal operations in the aispoll code.  One of them was
for a dispatch routine that could happen quite often.  This could be the
cause of the recently reported bug by Mark.
