[Printing-architecture] Proposed CUPS interfaces to be added to LSB 3.2

This is a repeat of Ira's email, sent at the request of some people on
the printing architecture conference call who missed the initial email.
This is just my preliminary research on the interfaces from CUPS that we
would like to add to the LSB.
