[Foomatic] Using usb IDs for autodetection

off topic - only for information:

SIGHUP only works if cupsd is running as root which is insecure.
If cupsd is running as non privileged user (e.g. lp) then SIGHUP
terminates the cupsd.
Therefore I wrote to stop and start the cupsd.

Even if cupsd is running as root:
For some changings in /etc/cups/cupsd.conf a stop and start of the
cupsd is also required (at the moment I don't remember what is was).
The same when you want to move and/or delete files which belong
to cupsd (e.g. log files during testing). They are not re-created
when using only a SIGHUP.
