There we go.  Yes, gnome-session starts at-spi-registryd
if /desktop/gnome/accessibility is set in gconf.

Perhaps we should setup a ping test to see if the at-spi-registryd
daemon is running.  In GNOME 2.18, the at-spi-registryd sets an X atom
called "AT_SPI_IOR" for a rendezvous.
