[Accessibility-ia2] IAccessibleValue for unknown values

Today we have for current value (and need to add to min/max) the following::

VT_I4 of 0
NULL for nothing to return.

It seems like "nothing to return" could be used for unknown and
indeterminate so I need to understand what the difference between:
    nothing to return, unknown, and indeterminate
before we talk about adding more means of signalling.
