[Accessibility] Web site updates

I have posted the FSG102 Proposed Accessibility Workgroup - Draft on the
Web site. As we agreed, the proposal includes only the updated content for
Sections 1-A and 1-B.  There is a link called FSG102 in the upper most
block on the left hand side of the Home page, that takes you directly to
the draft.

Also, the 7/16 meeting minutes have been added.
