EJ	"Enter a new account" is still down at 7pm pt. I found the
following problem in http://bugs.freestandards.org/:
- Both form elements are missing a programmatic Label, see
  the following guidance
http://www.access-board.gov/sec508/guide/1194.22.htm#%28n%29

EJ	Nice. Here's some feedback:
- Will the spec inherit line numbers when the frontend is
   added to bugzilla?
- We'll want to add the title attributes "Keyboard Access
Functional Spec" and "Submit individual Review Comments
   respectively to eac frame.
- The Comment form's form elements need to use <LABEL> then
set the labelfor attribute to point to the form element
   it's naming [that's what the access-board advises].
- No errors showed up on the spec.
