I would shorten the manifesto to something non-specific.  The rest is
implementation details to be determined...  :-)

"The FSG Accessibility Workgroup aims for interoperability between the
various applications, assistive technologies, GUI toolkits, and
desktops.  We will standardize a set of neutral interfaces; therefore,
being GUI toolkit and desktop agnostic."
