Why would applications want to use it?
libxkbfile is for a particular X server implementation to read its
XKB configuration files - it's local file system access, so won't
work with remote X servers, it's X server dependent, so won't work
if the user installs a different X server, and it's really only
interesting to X server configuration tools.
