[Accessibility] Announcing the Accessibility Handlers List

Our several teleconference discussions regarding improving how domain
explicit content markup, such as MathML, might be handled more
effectively by assistive technologies continues. As of today the
following resources are available for persons participating in, or
merely monitoring these activities:
* Weekly Teleconferences -- Currently at 18:00 UTC Tuesdays

activity, and especially if you plan to participate in our work, please

list for this activity, I will now cease individually addressing email
on this topic.
