[Accessibility] Microsoft/Novell announce UIA on Linux

Hi,

Michael Meeks, no stranger to a11y engineering, told me they would
bridge directly to libatk.

I don't know how to answer re managed code, other than perhaps to
observe that the X environment has long abstracted device access.
