[Accessibility] Template for Keyboard Tests

Referenced below is a TETware-lite template for writing the Open A11y
Keyboard Tests.  This could be used for someone to write the GNOME
and/or KDE keyboard tests.

For example, to write the keyboard tests for GNOME then someone should
use Accerciser for Macaroon to perform the test for teach test case
(assertion).
