[Bitcoin-ml] BIP-133 should be removed from BCH

FYI, I just published this post about why BIP-133 should be removed from
BCH.

The fee filter can be exploited to hide double spend transactions,
compromising the security of 0-conf.

Without a fee filter, however, there could be some concerns about spam
attacks.
