[Bitcoin-ml] Electron Cash latest doesn't work on Windows 7 anymore... (v3.1.2)

After upgrade from 2.9.4, it stopped working. No longer starts with
some DLL errors...

Please fix. (and ensure it works on Windows 7, even with SP0; unpatched Windows)
