[Bitcoin-segwit2x] WIP SegWit2x Release Guide

Some of the WG members and helpers have been working on audits and
migration documentation related to the 2M hard fork portion of the
segwit2x project.  That is still in progress.

It is worth providing some more specific information on the Phase-1
(SegWit) upgrade, now that BIP91 has locked in.  This has been started
at https://github.com/segwit2x/segwit2x.github.io/blob/master/segwit2x-guide.md

Warning - version 1 of the doc, very sparse - mainly a call to
documentarians to help crowdsource changes to the document and
collectively improve it.  Pull requests welcome!
