This is a wrong interpretation, IMO. None mining nodes cannot (whether full or SPV) cannot keep miners in check, they simply won’t follow a chain that contains blocks that are incompatible with their (none mining nodes’) consensus rules, this fork from that chain (if there are miners with consensus rules compatible with theirs).

It is ONLY miners that keep their fellow miners in check. If a single miners (or a group) have differing consensus rules from the rest, then they’ll fork their chain off
