It's a regression (or at lesat a worrisome-looking change) within
-stable, and is presumably also present in 2.6.32-rcX.

ftp://ftp.kernel.org/pub/linux/kernel/v2.6/ChangeLog-2.6.31.4 is pretty short.

This has to be a prime suspect:
