[cgl_discussion] Process problem? [recent KDB password checkins]

I think the problem here is that in 1.0 specs KDB password was
considered independent feature, but now in 1.1 is is part of KDB
feature. So the solution to the problem below is that current
KDB maintainer "gives" KDB password "ex-maintainer" CVS access rights.
