[cgl_discussion] RE: [Cgl_valid_subgroup] ABAT TODO document in CVS

I think that's a good idea! It would be useful to have a record of the
enhancement decisions we made and how we implemented them (so we don't
accidentally "undo" enhancements with new design decisions).

Some other items that I would like to add before this list is used are:
- pros/cons of enhancements (We may not want to implement all potential
enhancements.)
- effort required to make each enhancement
- benefit that we could get with each enhancement
- priority of the enhancement (should be a combination of benefit and effort
required)

I just looked this over and it's a good start. I covered everything
we discussed in yesterday's meeting.

I think it would be a good idea that when a "ToDo" is resolved, we
just have a conclusion statement after the item instead of deleting
the item altogether. We should also move any resolved ToDos to the
bottom of the list for historical reference.

What are your opinions of this thought?
