My understanding is that it is flagged because we are trying to get more
NEP and Carrier input.  In other words, we have a requirement, the
working group has an implementation that we believe meets the spirit of
the requirement and we feel comfortable with the state of the
implementation, now we need feedback from the people using CGL to
indicate if we are on target.

So... we are using a red flag in a more general purpose manner, not
saying that resource monitoring does not have an implementation or the
implementation is dead in the water.
