[cgl_discussion] POC - Preliminary project milestones

POC: TIPC

While not specifically linked to CGL (yet), OSDL has a number of
projects underway that are related to clustering and cluster services. 
Right now, they all fall under the osdlcluster project umbrella
(osdlcluster.sf.net).

Preliminary milestone are on this site for TIPC, membership, dlm, and
gfs.  There are many ways to be involved in these projects as some are
just getting underway and all them would benefit from developer support
and test support.

Note: In many cases, the milestones are a plan for a plan.  The
