[cgl_discussion] 3.0 Security Requirements

The CGL Requirements Definition Overview, v 3.0, states that the 
Security Requirements Definition is "currently in draft form".

Is the draft publicly available?  I wasn't able to locate it in the CGL 
Documents page at OSDL.
