Likely the system designer will not have to take specific steps to port
to a CGL system. CGL is basically Linux, and if the system works on any
Linux, then it will work on CGL.

CGL provides some added features around a variety of areas to help
standardize and propogate solutions to common carrier problems. Think
of CGL as a list of design patterns that can be applied to a carrier
system.

The first step in using the design patterns is reading what the CGL
effort has described in the CGL specifications. If your interested in
implementations today, you will probably want to look at the version 2
specification. If you are interested in the future of cgl, I'd
recommend reading the CGL 3 specifications.
