[Chaoss-members] Creation of a new project on Diversity and Inclusion Metrics/Software

I think CHAOSS helping to define effective metrics for measuring diversity
and inclusion initiatives is worthy work. It goes without saying that we
should be building more inclusive personalities and companies, and I think
CHAOSS could play a useful role in determining how to measure progress in
these areas.

My worry here is that this is a politically charged topic with a wide
variety of opinions and perspectives and that the project could get bogged
down into semantics about what "diversity" means and what "inclusion" means
as opposed to producing pragmatic materials and technology to help move the
needle. As such, I would recommend:

 * We start simple and build on it, as opposed to trying to cover every
conceivable edge case for diversity and inclusion.
 * We really focus on the measurements piece as opposed to the policy that
these measurements should drive.
 * It goes without saying we should make sure we have a diverse range of
people feeding into this work.
