[Chaoss-Board] CHAOSS Goals 2020

[Michael Dolan]

I haven't talked to Georg about this at all, but I was also thinking about
point 2 and that it would be helpful to have this. We have templates that
can be used to quickly build this program if that is something CHAOSS would
like to pursue.
