[Chaoss-software] Proposal: scope of the voting members of the Software TC

Hi all,

During our first meeting, I committed to produce a proposal for a rough
definition of the scope of the voting members of the Software TC, and
how to decide on who are the voting members during the first term. Here
it is:

The CHAOSS Software TC (from now on Software TC) will decide on the
following matters, which can be considered as organizational:

* Helping to achieve the goals of the Software TC, as specified in the
CHAOSS Charter.

* Fostering the collaboration and interoperability between the projects
in the Software TC, and with other TCs in CHAOSS.

* Acceptance of new projects in the Software TC.

* Decisions of deprecation of projects of the Software TC, and/or rules
for deprecation (for example, in case of inactivity).

* Resolution of conflicts in the realm of activities related to the
Software TC and its projects, before scaling them up to the CHAOSS
Board, if deemed appropriate.

* Any other issue delegated by the CHAOSS Board.

The Software TC will not be competent on technical issues specific to
any of its projects.

The preferred mechanism for decisions of the Software TC is consensus.
If consensus cannot be reached, the decisions will be make by a
majority of voting members.

Voting members will be elected by the contributors of the projects
forming the Software TC, for a term of one year, according to the rules
that will be defined during the first term.

The first group of voting members, which will serve during the first
term, will be composed of:

* One member representing each of the founding projects of the Software
TC.
* One member representing the Software TC
* One member representing the Linux Foundation

Please notice that this means that all technical discussions will
happen in the communication means used by the projects, while this list
will be mainly for discussions related to the scope of the Software TC.

If you agree these could be our initial guidelines (that we can refine
later), please let us know. Any other comment or feedback is welcome.
If we don't find an agreement, we could have a confcall next week.

If nobody opposes, I think we can include this in the agenda for the
next Board meeting, scheduled for 28th this month.
