[CHAOSS] Opening discussion on using Discourse Forum for CHAOSS

Yes, I observe most decisions having been made or confirmed in calls for
the overall CHAOSS project and within our workgroups.

I observed that the discussion boiled down to an agreement that we do not
want too many communication channels and should choose either Discourse or
mailing lists. You and I advocated for Discourse, most others were
indifferent with questions about change. I view the default option to be
"no change" unless with the support from more people.

We could, as the D&I workgroup, abandon our mailing list in favor of
Discourse and maybe the rest of CHAOSS will follow. The workgroups are
given autonomy in how they want to organize.
