Yes. As long as the working groups don’t delete the stuff from other working groups like we did initially in GMD (i.e. follow D & I’s process instead) then the integration as copy and paste is easier to manage. 

Technically I think branches are what the lords at GitHub intended for circumstances like these (i.e. the working groups are more like feature branches than forks), but it’s hardly a hill worth dying on. :)
